During the period September 5,1974 to January 24, 1975, we have noted an unusually high incidence of unplanned radioactive gas releases at Three Mile Island Unit I.

These gases have been released through the ventilation system following the ejection of the fluid (water) in loop seals on various components associated with the plant vent header.

In the enclosure to your Nonroutine ;0-Day Report 74-01, dated October 3,1974, you indicated that the blowing of loop seals was due to inadequate design in that the as-built plant vent header system is not capable of handling nomal operating pressure transients. You also advised us that your Plant Operating Review Comittee had recomended that preventive action be taken to redesign and modify ~the loop seal piping and valve system.

Please advise us of your plan and current effort to modify the loop seal piping and valve system.

In this regard, within 30 days following receipt of this letter, please provide us with your schedule for completion of your design study and subsequent modification and testing of the system. Moreover, please provide appropriate modification of existing technical specifications that would prevent unplanned radioactive releases from the plant vent header. These technical specifications would be applicable until completion and subsequent testing of the modified system.
