Three Mile Island Unit 1 Docket No. 50-239 10 CFR 50 Appendix I Evaluation Your letter dated February 18, 1976 requested us to infor= you cf the measures we intend to adopt or propose to meet the requirements of 10 CFR 50.7ha.
'4e understand that, in addition to the requirements of 50.3La, you desire cur plans to ec= ply with Section V.B of Appendix I and the information requested in Enclosures 1 and 2 of ycur letter.
Ac you kncv, the delay in the issuance of the NRC Staff guidance (Draft Rer;ulatcry Guide 1.AA through 1.FF) has greatly shortened the time available

In addition we are hopeful of completing the cost-benefit evaluation required by Section II.D of Appendix I by the same date. Your letter discussed the possibility of an optien to performing this ecst-benefit analysis equivalent to the option offered to ecre recent applicants. tie are interested in understanding the significance of the selection of this optien especially with regard to its impact on Technical Specifications, and suggest this as a topic for the =ceting you centicned in ycur letter.

In addition to the develeprent time asecciated with Technical Specification Changes and bases, considerable time is required to perfor= the safety reviews mandated by cur present Technical Specifications. 2erefore early disseninatier. cf your guidance is necessary if our propcsals are needed by the June h, 1976 deadline.
We agree with you that a meeting between our staffs to discuss the Appendix I -raluations vould be beneficial. The evaluations fer all fcur of the nuci m. stations in the GPU System (Three Mile Island Units 1 and 2, Oyster Creek Nuclear Generating Station and the Forked River Unit 1) are being performed by the Safety and Licensing Group of the GFU Service Corporation. Therefore we vould request that a meeting date in the second or third week of April convenient to the NRC Staff members frcm all of these projects would be the ecst efficient way to discuss cur plans. If this is acceptable er you have any further questions concerning these evaluations, please contact us.
