R ese are: WASH-1284 (10/26/73), " Guidance on Quality Assurance Requirements During the Operations Phase of Nuclear Power Plants; " WASH-1309 (5/10/74), " Guidance on Quality Assurance Requirements During the Construction Phase of Nuclear Power Plants; and WASH-1283 (5/24/74), " Guidance on Quality Assurance Requirements During Design and Procurement Phase of Nuclear Power Plants --
Revision 1."
The latter two docu=:nts, while directed primarily to plant design and construction phase activities, wre equally applicable to design, procurement, and construction activities which may take place over the lifetime of the plant.
In reviewing the operating QA program described in the Final Safety Analysis Report (FSAR), as amended, for Rree Mile Island Nuclear Station, Unit 1, we note that it does not specifically address each of the controls described in the above WASH documents. Informal conversation in March, 1975 with your staff had indicated Metropolitan Edison Company's intention to use the guidance of WASH-1284, WASH-1309, and NASH-1283 in the operational QA program for Bree Mile Island Nuclear Station, Unit 1.
However, recent conversations with your staff indicate-some change in this position. For this reason we are specifically bringing this matter to your attention i
since we believe that application of the guidance contained in the WASH documents would enhance your operational QA program.
The operational QA program for Three Mile Island Unit 2 (Docket No. 50-320) l is currently under review. If accepted upon completion of our review, it I
would represent an up-to-date acceptable QA program. We suggest that you consider applying this program to the nree Mile Island Unit 1.
If you

decide to do this, you should inform us and furnish, within thirty (39) days from the date of this letter, a schedule showing when the operational QA program for %ree Mile Island Unit 2 will be enforced and implereented l

Metropolitan Ediscn Company If you choose not to apply the Three Mile Island Unit 2 QA program to Threo Mile Island Unit 1, you should submit, within ninety (90) days, an updated description of your operational QA program demonstrating how your operational QA program for h ree Mile Island Unit I will provide the controls discussed in the documents referenced in the first paragraph. We description should be in conformance with the Standard Format and Content for Safety Analysis Reports for Nuclear Power Plants.
Enclosed for your information and guidance are Sections 17.1 and 17.2 of the Regulatory Standard Review Plan, Which we currently use in evaluating the acceptability of operational QA prograns, and copies of WASH documents 1233, 1284, and 1309.
If your program contains exceptions to the provisions included in these documents, you should identify such exceptions and describe your alter-native approach.
Any filing made in connection with this request should contAin one (1) signed original and thirty-nine (39) conformed copies.
