Response to Description of an Apparent Violaticn Amm rent Violation Title 10, Code of Federal Regulations, Part 50, Appendix 3, Criteric.n XII states in part, " Measures shall be establish 22 to assure...instruc.ents
...used in activities affecting quality are controlled, calibrated, and adjusted at specified periods to maintain accuracy eithin necessary limits."
The Quality Assurance Plan for Startup and Test, Secticn XII stated in part, " Test equipment used during...ctartup tests ic centrolled and calibrated in accordance with lett Instructica 19."
Test Instruction 19 requires in part, that this equipment be calibrated and recalibrated at specified frequenciec in accordance with Quality Centrol Procedures QC-13 and QC-13-2 and that on the first working day of each month the user and Quality Control be notified of the test equipment which requires recalibration during that month.
Centrary to the abcVe, one of the brush recorders used during the Generator Trip Test (TP 800/3h) had not been controlled and recalibrated within the specified frequency, as indicated by the calibration label attached to the recorder pursuant to Test Instruction 19 This recorder was calibrated on Decer.ber 27, 1973, and the calibration due date was June 27,1974. Additientlly, our inspector wac informed that this recorder had been used dw ing other startup tests.
r Our inspector ocserved that this recorder had received a field calibration to verify proper alignr.ent of each input channel and that, prior to the performance of TP c00/ 34, a ecmpariccn check of the time respense of this recorder was made to insure the recorder was suitable for use; however, these techniques did not meet the full requirements of Test Instruction 19 Responce:

General cctment:
It should be noted that althoufh the recorder in questien was not calibrated in accordance with Test Instruction 19',
it was satisfactorily cc= pared for time respense against a calibrated recorder prior to the Generator Trip Test in question.
Also, cubsequent calibration of the recorder required no calibraticn adjustmentc ; there-fore, the test procran data taken with thic recorder is considereu to be accurate and valid.
