Dear Sir:
Your letter of August 24, 1979, fcrwarded the results of an NRC inspection conducted July 10-13, 1979, of the Trojan environmental protection, chemistry, radiation protection, and analytical measurement quality assurance activities. The inspection identified two items of noncompliance - failure to make surveys of fish behavior in the dis-charge mixing zone on a bimonthly frequency, as required by Technical Specification 4.1.1.3.2 (Appendix B); and failure to report the inability to collect milk samples from one of the required locations during 1978, as required by Technical Specification 4.2.3.1 (Appendix B).
PGE has investigated and evaluated the items of noncompliance identified in your inspection report.
Those actions taken to achieve compliance and to avoid further violations are as follows:
Technical Specification 4.1.1.3.2 (Appendix B) requires that surveys of the mixing zone be made on a bimonthly basis to examine fish behavior in this area.
During 1978, surveys to examine fish behavior in the mixing zone were made only in January, July, November and December. The Trojan plant was shut down in late March 1978 and remained shutdown for the remainder of the year to resolve questions related to the seismic design adequacy of the Control Building walls.
Personnel responsible for making the required fish behavior studies interpreted the Technical Specification requirements to be based on evaluating the affects of thermal mixing in the vicinity of the Plant effluent line and concluded that the fish behavior studies would not be required with the Plant in a shutdown condition. During this time, difficulty was experienced with the contractor performing these fish behavior studies, and PCE purchased equipment to enable these studies to be performed by Company personnel. Due to delays in delivery of the PGE-purchased equipment and unavailability of a contractor to perform this work, full compliance with this requirement was not achieved until July 1979. With the surveys now being performed by Company environmental personnel, further diffi-culties will be climinated.
Technical Specification 4.2.3.1 (Appendix B) requires the licensee to notify, in writing, the Director of Licensing (Director of Nuclear Reactor Regulation) if the required milk saaples cannot be obtained. One dairy, listed as Loca-tion 17 in the Technien1 Specifications, is no longer opera-tional and is not expected to resume operations in the fore-seeable future. Due to a major personnel change within the organization responsible for the dairy monitoring program, this notification was inadvertently missed.
Formal notifi-cation of the Director of Nuclear Reactor Regulation was made on August 3,1979 concerning unavailability of milk samples from Location 17.
License Change Application 50, submitted to the NRC on March 15, 1979, corrects this discrepancy in our environmental radiation monitoring program.
The discussion above describes the actions taken to correct these deficiencies and documents that full compliance with the requirements identified has been achieved.
