SUMMARY
OF MEETING - FEBRUARY 28, 1973 SUYDVJol At the request of the applicant a meeting was held in Bethesda on February 28, 1973, to review proposed modifications to the ECCS system for Three Mile Island Unit 1.
The modificaticn consists of installing cross-connect piping and valving in the low pressure injection system similar to the Oconee Unit 1 system. We stated that this type of systen provided an acceptable interi m fix for Oconee Unit 1; however, this may not be sufficient for the full forty year license term.
The applicant was informed to fully document the proposed modification and operation of the system in a formal amendment. Additionally, the applicant was informed that the Consission had admitted parties to a public hearing on TMI-l and that a hearing board had been appointed.
DISCUSSION ECCS A pro 1 sed modification to the Three Mile Island Unit 1 ECCS system was presented by the applicant. As shown on Figure 1, the modification consists of the addition of piping, valves, and instrumentation to the low pressure inj ection system. The purpose of this modification is to provide additional assurance of long-term core cooling for the core flood tank line break accident.
Use of this system for such a potential accident will require manual operation of system valves by the operating crew.
For this arrange-ment we will require activation and operation of the system within 15 minutes of accident initiation. The unit will be staffed by a five-man operating crew, and it was the applicant's opinion that the system would be operational within only a few minutes, if required.
Reactor Operations stated that a preoperational test will be required to demonstrate that the necessary flow can be throttled and controlled manually with the incorporated modifications.
The Three Mile Island Unit 1 system, as modified, will be very similar to the low pressure injection system for Oconee Unit 1.
The Oconee system provides an interim solution to the postulated accident concern, but it may not be sufficient as an acceptable fix for the full forty year license term.

According to the applicants, this modification is intended to provide abundant core cooling for the longer ters (greater than 15 minutes) course of the accident.
Questions still exist with respect to the shorter term portien of the accident.
In this regard we suggested the installation of flow limiters in the core flood tank lines as a means of significantly i= proving ECCS performance during this portion of the accident. Additional experimental evidence to confirm the heat transfer properties in the core will also be necessary. Such heat transfer tests are expected to be run in connection with the Oconee Unit 1 application commencing on March 1.
Results from these tests should be avaflable within a short time.
Appointment of Licensing Board On February 20, 1973, the Co= mission admitted jointly, Citizens for a Safe Environment and Environmental Coalition on Nuclear Power and admitted singly, the State of Pennsylvania as parties to a public hearing with respect to issuance of a Facility Operating License for Three Mile Island Unit 1.
The Licensing Board of Charles A. Haskins, Dr. M. Stanley Livingston and Dr. John R. Lyman, was also appointed.
