O'Reilly, Chief, Reactor Inspection and Enforcement Branch Division of Compliance VENDOR INSPECTION REPCRT - BABCOCK & WIICOX COMPANY, B&W 69/8 The enclosed report of an inspection of the Babcock & Wilcox Company (B&W) in Mount Vernon, Indiana, on November 12-14, 1969, is forwarded for information. This inspection was made to examine the fabrication of the Oconee 1 and Three Mile Island pressure vessels.
The Oconee 1 pressure vessel hes been completed, hydrostatically tested and code stamped. On the basis of our observations, we conclude that this vessel has been fabricated according to the ASME Section III Code and is suitable for service.
Our inspection of the partially completed Three Mile Island vessel dis-closed a continuing problem in record availability and traceability due to record locations at both the Mt. Vernon and Barberten facilities. This is characteristic only of B&W contracted vessels. We intend to audit sig-nificant records even though additional effort may be required.
