DOCKET NOS. 50-289 and 50-320 The attached report of the management meeting with Babcock and Wilcox (B&W) to discuss the B&W QA reinspection, which was held on June 18, 1970 at the B&W Nuclear Power Generation Division offices at Lynchburgh, Virginia, is forwarded for action.

B&W corporate interest was apparent and B&W is in the process of respond-ing to each item of concern; however, the corrective action was incomplete at the time of this meeting.

Procedures for the training and qualification of QA-QC personnel were being prepared and in some cases, particularly NDT, they are being implemented. B&W has recognized that their definition of the scope and depth of the design review to be performed was inadequate.

B&W has established an August 1, 1970 target date for completion of in-structions pertaining to design review.

Control of obsolete documents remains an area of B&W corporate indecision as does long term record retention. At the time of the management meeting, B&W had not reached a firm decision. B&W has not prepared instructions delineating the depth and scope of internal a.id vendor audits, however, B&W is actively working in this area.

Of particular concern is the fact that this QA program appears to apply only to the Three Mile Island projects and does not appear to be universally applied to all projects where B&W furnishes the nuclear steam supply system.
