Dear Mr. Linder:
We are continuing our review of your subnittal dated July 22, 1977, relating to degraded grid voltage for the Lacrosse Boiling Water Reactor.
We have concluded that the use of the existing undervoltage relaying to protect against a sustained degraded grid condition is not acceptable.
Therefore, please provide proposed design modifications and changes to the Technical Specifications based on the guidance contained in the staff positions transmitted to you by our letter dated June 3,1977.
Your response is requested within 30 days from the date of this letter.
