The Nuclear Regulatory Ccmmission (the Ccamission) naving found that:

The issuance of this license imendment to Jersey Central Power anc Lignt Company (the licensee) conclies with the standards and recuirements at ne Atcaic Energy Act of 1954, as amenced (the Act), and the Ccmmission's rules and regulations set fcrth in 10 CFR Chactor 1 3.
The issuance of tnis amencment will not be inimical to the ccamon cefense and security or to the health and safety of the public; and C.
Tl e issuance of this amencment is in accordance witn 10 CFR Part 51 of the Ccmmission's regulations and all acclicacie recuirements have been satisfied.

Accordingly, the license is amended by adding the Accendix 3 Technical Specification attached to this license amencment, anc paragrach 3.3. of Provisional Ccerating License CPR-16 is hereby amended to read as follows:
