Dear Mr. Hendrie:

The Attorney General of Oklahoma has filed with the . _.3 l-Atomic Safety and Licensing Board in the Black Fox proceed-ing, Dockets No. STN 50-556 and STN 50-557, a motion for a stay in the decision of the Board regarding a construction = permit. ... n My position throughout these proceedings has been that your regular licensing procedures which have been designed ~ to explore fully all the issues regarding the construction and operation of nuclear power plants should be followed. I do not want any short-cuts or exceptions that might jeop-ardize the health and safety of the public. It has been h ~ recognized that this time and care costs a great deal of ~ money which must ultimately be paid for by the consumers ?1, and rate payers of Oklahoma.

By the same token, however, I have no desire to see Mr Cartwright cause these proceedings to be unnecessaril'y

=- health, safety or economic well being of the public, especially since the increased costs for any unnecessary f?iE delays will simply increase the rates my constitutents pay 4 for their electricity.
