Dear Mr. Denton:

Yesterday, representatives from Virginia Electric and Power Company, (North Anna 2), Public Service Electric and Gas Company, (Salem 2), and Pacific Gas and Electric Company, (Diablo Canyon 1) met in Bethesda and provided you with a draft outline of action recommendations as suggested follow-up which are necessary for implementation as a result of lessons learned from the March 28 incident at Three Mile Island-2. This information was provided to assist the staff in their review functions since near-term operating license review is on going. They informed you that a more detailed and descriptive report discussing these recommended actions would be submitted on or about July 1, 1979. Given this information, it is our feeling that North Anna 2 would then come under the current review process now being conducted for the Westinghouse owners group covering small break analyses and procedure review since this unit is a companion to North Anna 1.

I would also like to emphasize that none of the long-term recommendations mentioned would be foreclosed by permitting Unit 2 to operate, and the continuing safety review govering all Westinghouse PWR operating plants would then be applicable to North Anna 2.

To assist in your review, I am asking our representatives to hand deliver the report to the staff and discuss and answer any questions they may have on its content and hopefully this will aid in reducing review time.

In order to further minimize delay and optimize staff review, the report will be sectionalized, a portion of which will be applicable to all three units mentioned above so that a single review can be carried out generically. The remaining sections will be site specific.

It is our feeling the listing of action items, as presented, is sufficiently responsive to lessons learned from Three Mile Island, and following staff review, it should enable you to concur with us that operating licenses for these three units can be issued promptly when construction is sufficiently complete.

Because of the summer energy demands that we envision during the next sevet 1 months, and the contribution that North Anna 2 can make in supplying electrical energy to our customers, we urgently request that every possible effort 2308 173 o(

be made to couplete your review by July 15, 1979 so that a full power operating license can be granted immediately to permit fuel loading to commence.
