GErtter (ED0-05888) MGroff This is in resronse to your letter of April 9,1979, regarding a question raised by one of your constituents concerning the deposition of 200,000 l 7allons of radioactive water that was stored under the Oyster Creek i!uclear Plant four or five years ago. I believe.the circunstances your constituent is cuestioning concerns the chro"ated water used in ';he pressure suppression che :aer at the Oyster Creek Duclear Generating Station. The pressure suppression chanber is a steel pressure vessel in the shape of a torus below and encircling the drywell which houses the nuclear reactor. The pressure suppression chanber serves as a heat sink to condense any steaa released froa the reactor through the safety relief valves during a pressure transient, i.e., if the pressure in the reactor vessel gets too high the relief valves open and steen blows into the suppression chanber where it is cooled and condensed to water. In 1975 one of the relief valves opened and did not reclose when the reactor pressurc was reduced below the setpoints of the relief valve. Since the valve remained open, a lot of radioactive prinary coolant in the fom of steam was blown into the suppression chanber. As a result of this event, the suppression chanber water level increased above the level specified in the Technical Specifications. Since the suppression chanber contains chromated water to mininize corrosion of the steel shell, the chromates had to be renoved before the water could be returned to the systec froo which it came. Renoval of the chremates is a rather difficult process so the utility drained the i excess water fron the suppression cham.ber into several tanks, some of which were in the sane area as the suppression chancer.
