We have completed our review of the " Security Personnel Training and Qualification Plan for Rockwell International Energy Systems Group Headquarters Facility," which was transmitted to us by your letter of Feb rua ry 19,1979 (79ESG-1851). On the basis of this review we have determined that the submission will be acceptable af ter certain modf-fica tions.
Please make revisions to your plan as indicated in the enclosure to this letter and furnish six copies of the revised plan for our final acceptance review.
We have determined that the enclosure to your letter of February 19, 1979, contains information of a type specified in 15 CFR 2.790(d).
Accordingly, the enclosure is deemed to be commercial or financial information within the meaning of 10 CFR 9.5(a)(4) and shall be sub-ject to disclosure only in accordance with the provisions of 10 CFR 9.12.

ENCLOSURE Comments on Security Personnel Training and Qualification Plan Page 1,Section II.
Employment Suitability and Qualification Please clarify which Rockwell International personnel will be required to meet the criteria contained in the plan. We are unable to identify a " uniformed security section" in the organization charts and informa-tion previously furnished as a description of your security organization.
Page 1, Section IIA. Suitability The minimum age for armed security personnel should be revised to be consistent with the 21 year age requirement set forth in the regulation.
Page 2, Section IIB. Mental Qualifications In addition to the preemployment evaluation of emotional stability, a commitment should be added to provide on-the-job cbservation of security personnel for behavior which may indicate emotional instability.
Page 5, Section IID.
Physical Fitness Test Please provide a description of the tests named in this section so we may properly evaluate their capability to measure security job related act;vities.
Page 10,Section VIII.
Revolvers Please furnish a description of the Camp Perry handgun course so we may evaluate its acceptability.
Page 10,Section VIII. Shotgun A description of the course of fire used to qualify your personnel with the shotgun is needed. Additionally, personnel must fire the shotgun at night for familiarization.
