The status of previously identified findings and purchase orders being transferred to the Walworth Co. - Greensburg Plant.

The inspection involved thirteen (13) inspector-hours on site by one (1) NRC inspector.

Resul ts :

In the areas inspected no deviations or unresolved items were identi fied.

B.

General:

1.

The letter of intent for the merger of Walworth-Aloyco Plant and Serck Ltd. has expired and there are no present plans to extend the date.

2.

The present WC-C plans are to let the WC-A ASME Certificate of Authorizction expire on its expiration date of April 7,1981.

3.

The responsibility of WC-C engineering has been assigned to the individual plants for their manufactured products, and the engineering personnel reassigned within WC-C.

opies of all WC-C engineering design documents were transmitted to the plants were the products are manufactured. The QA/QC records at the WC-C office are redundant, however, they will either be transfered to the plants, or otherwise dispositioned at a later date.

The engineering design documents at Aloyco will be retained there until they are accepted by the customer, or a mutual agreement is reached relating to their storage.

WC-A has implemented Procedure ANT-1 Revision 0, " Transfer of Nuclear Orders" to provide for the phasing out of all nuclear work at the Aloyco plant.

It provides for the retention of the originals records at the Aloyco plant until advised by ASME, through the AIA, concerning their responsibility concerning the records.

C.

Previous Identified Items (Closed) Deviation (Report No. 78-02); WC-A procedure AWP-24, Revision 5 paragraph 1.6.3 states, " Temperature shall be determined by the use of contact pyrometer." Contrary to thege requirements the welding interpass temperature by the use of 350 F "Tempelslik."

The inspector verified that the welding supervisor has been instructed to comply completely with the welding procedures requirements.

It was observed that a pyrometer was available to measure interpass temperature.

(0 pen) Deviation (Report No. 78-01); WC-A Engineering Instruction Notice, dated April 22, 1977, had not been implemented and it was observed that hardware was still being machined without the 3/16 inch radius on the I.D. of the backfacing, as required by the drawings.

A finite analysis of a 14 inch gate valve, in the vertical position was presented to the inspector.

The engineer did not know whether all other valves in question were analysed without a motor operator, and/or in a position other than vertical.

The inspector will review additional data at the Greensburg plant during the next scheduled inspection.

(Closed) Unresolved Item (Report No. 78-01); The procedure qualification record for WC-A welding procedure AWP-6, Revision 3, does not indicate the specific gas flow rate used for the different cup sizes in performing the procedure qualification.

WC-A stated that at the time of qualification of this procedure, the gas flow rate per cup size was not a requirement the applicable edition of the ASME Code Section IX.

D.

Exit Interview At the conclusion of the inspection on January 25, 1979, the inspector met with the company's management, identified in paragraph A, for the purpose of informing them as to the results of the inspection.

During

. this meeting each previously identified item was discussed and manage-ment was informed that the one item that remains open would be transfered to the WC Greensburg Plant for resolution.

The company's management acknowledged the inspector's statement and had no additional comments.
