i Westinghouse Electric Corporation Locket tio. 99900404/79-01 NOTICE OF DEVIATION Based on the results of an NRC inspection conducted on Marca 6-9, 1979, it appeared that certain of your activities were not conducted in full compliance with NRC requirements as indicated below:
Topical Report, WCAP 8370, Section 17.1.5, states in part that " Written procedures and instructions are in use to implement the Quality Assurance Program., WCAP 8370, Section 17.1.7.1.2, states in part that "PWRSD surveillance of suppliers during fabrication, inspection, testing, and releare' of c:mponents is planned in advance and performed in accordance with writtra quality plans. These plans are prepared by Product Assuranca engin:.ers and are based on technical requirements of the procurement specafications. The plans are reviewed and arproved by Product Assurance managemen t. "
Cartrary to the above commitment, 'lo written procedure exists which describes hcw quality plans are prendred, reviewed, and appro/ed.

No documend called " Quality Plan" is now being generated and the previous procedure, PAP 5.3 "Qua'fty Plans," has been deleted.
It apprm that the system described in the deleted PAP 5.3 has been silojhnted by the use of " Surveillance Yorksheets" and " Quality Standards,"
