SUMMARY
OF MEETING HELD ON MARCH 9,1979 CONCERNING FIRE PROTECTION On March 9,1979, a meeting was held in Bethesda, Maryland, to discuss the status of Fire Protection modifications at BSEP.
Participants are identified in the attached list. The proposed meeting agenda and a list of Test Reports given to UE&C are also attached.
CP&L had informed the NRC in letters dated January 17,1979 and March 7,1979, that certain modifications required to be complete by the end of the 1979 refueling outages would not be implemented on schedule. CP&L also had requested a license amendment by letter dated March 6,1979, that would authorize BSEP to return to power operation post-refueling with Fire Protection modification schedule slippages.
CP&L personnel described the reasons that have contributed to the delays in the planned modifications, and gave tentative completion dates for the modifications that would slip.
The staff stated that prior to processing a license amendment, a complete status of Fire Protection modifications at the particular unit would be required, along with a narrative discuss'on of compen-satory measures placed in effect and a firm commitment bti_ oli final implementation of each modification delayed.
In addition, a Technical Specification for each affected system with a Limiting Condition for Operation and associated Action Statement will be required that will be issued with the license amendment to become effective on the date of implementation for the particular modification.
CP&L was informed by telephone on March 12, 1979 that there would likely be a day for day slippage in licensing Unit No.1 return to power operation for every day beyond March 15, 1979 that the Fire Protection submittal is delayed.

Meeting Summary CP&L indicated that the required information would be provided on a priority basis, so as to minimize the impact on return to power operation for BSEP Units Nos. 1 and 2.
A technical discussion was conducted on the following items related to Fire Protection:
1.
CP&L response dated March 1,1979 providing design details on certain proposed modifications identified in Section 3.1 of the Fire Protection Safety Evaluation Report (SER) dated November 22, 1977.
2.
Proposed CP&L response to NRC request dated February 27, 1979 for nrther information on the safe shutdown cable study performed by United Engineers and Constructors for CP&L.
Design details that were discussed included modifications to safety systems to provide an alternate shutdown capability independent of the control room and cable spreading room.
The staff identified additional information that should be provided on the proposed modifications and incomplete items to acceptably resolve them.
CP&L indicated that this information would be provided with the response to the NRC letter of February 27, 1979. These questions were telecopied to CP&L and UE&C on March 12,1979 (see ).
