REPORT REGARDING STIPULATION REACHED BY THE APPLICANT, NRC STAFF AND LARRY BARD Pursuant to the Board's request during the prehearing conference held in the captioned matter on February 21, 1979, this report is submitted to confinn that the Applicant, the NRC Staff, and Mr. Larry Bard have reached a stipulation regarding the issues which should be placed incontroversyinthisproceeding.1/ Specifically, the parties have agreed that the contentions proferred in Mr. Bard's "Second Amendment of (Petition for) Leave to Intervene of Larry Bard," dated September 11, 1979, are to be withdrawn.

In their place, the parties have agreed that tl.4 following contentions should be admitted as issues in con-troversy in this matter:

1/ The parties also agreed at the prehearing co.1ference that Mr. Bard has demonstrated that he has standing to intervene in this matter.
