Dear Mr. Council:
The Commission has issued the enclosed Amendment No.32 to Facility This Operating License No. OPR-61 for the Haddam Neck Plant.
amendment is in response to your application dated June 4,1976, as supplemented May 6,1977 and November 28, 1977, and your applications dated February 16, 1978 and August 15, 1978.
The amendment modifies the Appendix B (Environmental) Technical Specifications to:
Add a qu:lification to the allowable rate of change of 1.
