As a result of a February 12, 1979 telephone conversation between members of your staff and Dr. R. '. Geckler of this office, we have arranged a meeting at your Portland office on February 21, 1979, to discuss power transmission grids.
I have taken the liberty of proposing an agenda for the meeting which is attached.
As Dr. Geckler mentioned, the NRC staff is undertaking a study of potential alternative sites to Pebble Springs as the location for a nuclear power plant. This involves a comparative evaluation of certain environmental and safety issues at each site.
Some of the major con-siderations have to do with transmission line routing, reliability and stability.
Once reasonable routes have been established, the NRC staff evaluates the environmental impacts on a comparative basis.
We hope to obtain your assistance in evaluating alternative sites in terms of their transmission requirements. As the enclosed agenda indicates, we intend to describe to you our review responsibilities and would appreciate learning more about the operation of the Bonneville Power Administration; especially in terms of the extent of the power grid, criteria used to assure reliability and stability, and future plans for additions or expansion.
Please feel free to modify your portion of the proposed agenda to meet these objectives.
Also enclosed for your information are the Final Environmental Statement for Pebble Springs and a copy of the NRC's supplementary testimony on Seabrook.
Please note in particular Appendix E of the Seabrook testi-mony, which was prepared by C. H. Falcone and J. M. Brown of the Department of Energy.
This appendix is an example of the type of information which is needed in our study of alternative sites for nuclear power plants insofar as transmission lines are concerned.
