Dear Mr. Keppler:
The following is in response to an insoection conducted by Messrs.
L. Greger and J. Hiatt on November 15-17, 21 and 22, 1978 of activities at Dresden Station Units 1, 2 and 3.
Reference (a) indicated that one item appeared to be in noncompliance with NRC recuirements.
The item of noncompliance is addressed in the attachment to this letter.
Please refer any additional cuestions you might have on this subject to this office.

Commonwealth Edison URC Docket Nos. 50-10 50-237 ATTACHMENT 50-249 NONCOMPLIANCE The item of noncompliance identified in Appendix A to the NRC letter dated January 3, 1979 is responded to in the following paragraphs.
10 CFR 20.203 (c) (2) renuires that entrances to high radiation areas either b; aquipped with control devices to reduce the radiation levels or initiate alarms or be maintained locked except during periods when access to the area is recuired with positive control over each individual entry.
Contrary to the above, an audit of high radiation area entries for November 17, 197G revealed that positive control had not been exercised over each individual entry into high radiation areas.
Additionally, the entrance to the Unit 3 shutdown cooling area, a posted high radiation area, was discovered unlocked and unattended on November 16, 1978.
CORRECTIVE ACTION TAKEN AND RESULTS ACHIEVED The Shift Supervisor locked the shutdown cool'.ng area immediately after it was discovered to be open.
On November 6, 1978, shortly before this inspection, the
" Control on High Radiation Areas" procedure had been revised.
Because of the short time the new revision had been in ef fect, discrepancies in the implementation of the procedure were still occurring at the time of the inspection.
To correct this situation, proper adherence to the procedure was re-emphasized to those individuals responsible for maintaining keys to high radiation areas by both radiation protection department personnel and station management.
On December 11, 1978, another surveillance was performed on the " Control of High Radiation Areas" procedure by the Commonwealth Edison Quality Assurance Department.
No discrepancies in the implementation of the procedure were noted during that surveillance.

. The initial training program in radiation protection for new Dresden employes and the yearly re-training program for all personnel have incorporated the revision to the " Control of High Radiation Area" procedure.
Additionally, Dresden ma.tagement will re-emphasis proper adherence to the procedure in the Dresden Newsletter and in a Safety Committee tailgate sessior. before April 1, 1979.
