Florida Power Corforation hereby submits for your review two (2) copies of

the "Startup Report" for Crystal River Unit 3 Nuclear Generating Plant i
dated December 1, 1978.
l This report is being submitted as required by Section 6.9.1.1 of the CR#3 I
Technical Specifications. This report is being submitted later than required by the Technical Specification 6.9.1.3 as this was the first Startup Report produced by the Operations Group and we underestimated the time and clerical complications involved in its development. We are presently reviewing various areas of its development to determine where improvements can be made to insu re that future Startup Reports are submit-ted to the NRC within the Technical Specification time limits.
