EE-ll-0001 Rev. 1 p.1 REPORT EE-11-0001 FORT ST. VRAIN INSERVICE INSPECTION AND TESTING PROGRAM SURVEILLANCE REQUIREMENTS REVIEW FOR THE PCRV AUXILIARY SYSTEMS AND RESERVE SHUTDOWN SYSTEM.

A review was performed of the current surveillance re-quirements for the PCRV auxiliary systems and for the reserve shutdown system. The reserve shutdown system is included in this report, since the rupture gas system which actuates the reserve shutdown hoppers is a part of the PCRV auxiliary systems. As a result of this review, additional or modified surveillance requirements may have been recommended to meet the criteria established for the Fort St. Vrain inservice inspection and testing program, which has been presented to the Nuclear Regulatory Commission. In some cases, the review resulted in modifying some specific requirements which have been proposed with the program.

This report consists of four parts, each one dedicated to the review of parts of the system which have specific functions:

Part A: PCRV overpressure protection Part B: PCRV penetration interspace overpressure protection Part C: PCRV penetration interspace pressurizing, purging, and venting Part D: Reserve shutdown hopper pressurization.

Each part of this report is written to reflect the same systematic approach which was used to perform the review. The safety functions are analyzed, the corresponding surveillance classes are determined and the applicable surveillance criteria are outlined. Then, the review deals with the operational readiness of the s-ystem, of the active components and of the instrumentation and controls,followed by the review of the structural integrity. For each item, the current surveillance requirements are identified, whether explicitly called for in the plant technical specifications or implicitly performed in the process of testing some other feature. These requirements were analyzed and their adequacy is discussed, followed by a recommendation either to retain these requirements or to. add new requirements. The applicable requirements of the proposed ASME Code Section XI Division 2, Draft are then identified and the review terminates by a discussion of the differences of the current and/or recommended surveillance with the proposed code requirements.

EE-11-0001 Rev. 1 p.2 A list of the reference documents used in the course of the review is given individually for each part of this report.

Some items, such as PPS instrumentation, component supports, and valve actuation supply, have been omitted in this review, since they will be covered in other reports.

An evaluation which discusses PCRV safety valve isolation is attached to this report. In addresses NRC priority item 6 of NRC letter dated October 5, 1979 and lays the basis for the recommended surveillance requirements for the PCRV overpressure protection system shutoff valves.
