Dear Sir:

Request for Evacuation Time Estimates This is to acknowledge receipt of your request, Reference b, for information regarding evacuation estimates for various areas surrounding Seabrook Station.

Seabrook Station is currently under construction by Public Service Company of New Hampshire in accordance with the construction permits referenced above.

This construction effort is proceeding to the point where the preparation of the FSAR in support of the operating license application is presently underway with an anticipated completion and submittal to the NPC in the mid-1980 time frame.

Included in this FSAR preparation is the development of a Seabrook Station Emergency Plan description addressing the various elements in the emergency planning area currently being required by the NRC. This includes the expansion of the plume exposure pathway emergency planning zone to a distance of ten miles and all the detailed emergency planning considerations, such as evacuation analysis and planning. that are required.

As you are aware from the Seabrook construction permit licensing procedures, the issue of evacuation analysis and its impact on emergency planning arrangements for the site was raised and reauired fairly extensive efforts in response. Because of this and the added emphasis being placed on emergency plans in this post-TMI era, we have been conducting a detailed evacuation analysis of the area surrounding Seabrook in preparation of the FSAR emergency planning material. Now with receipt of your expanded request for information on this aspect of the Seabrook Emergency Plan, we are axpanding the scope of our evacuation analyses as part of our FSAR O b I. ' O P

Rather than submit results by the March 31, 1980 date you requested, we propose to proceed with our FSAR emergency plan development, address your additional analyses request as part of this effort, and therefore, include the results in the FSAR we submit.
