We have reviewed your letter of Janucry 17, 1979, in reference to the inspection conducted at North Anna Power Station, Unit Nos. 1 and 2 on December 10-12, 1979, and reported in IE Inspection Report Nos. 50-338/79-50 and 50-339/79-59.

Our response to the specific infraction is attached.

We have determined that no proprietary information is contained in the reports.

Accordingly, the Virginia Electric and Power Company has no objection to these inspection reports being made a matter of public disclosure.

Page 1 of 2 Response To Notice Of Violation Items Reported in IE Inspection Report 50-338/ 79-50 and 339 / 79-59 NRC Comment As required by Technical Specification 6.9.1.9, written reports of the types of events listed in that specification shall be submitted to the Director of the NRC Regional Of fice within 30 days of the occurrence of the event.

Similarly, Specification 6.9.1.8 requires that written reports of events of the types in that specification be submitted within 14 dayo of the event occurrence.

Contrary to the above, Licensee Event Reports (LERs) numbers79-123, a.79-124, 79-129, and 79-134, all reporting events as listed in Specifi-cation 6.9.1.9, were submitted to the Director NRC Regional Of fice between 31 to 33 days af ter the occurrence.

Contrary to the above, LER number 79-141, reporting an event as listed in Specification 6.9.1.8, was submitted to the Director NRC Regional Of fice 22 days af ter the event occurrence.

This is an infraction.

A similar item was brought to your attention in our letter dated September 19, 1978.

Response

A Licensee Event Report (LER) is written as a result of a reportable deviation occurring at the station.

A rough draft of the final report is prepared and reviewed by the Station Nuclear Safety and Operating Committee and any comments are incorporated into the report.

The report is then forwarded to the Cor-porate office for further review and submittal to the NRC.

Pursuant to Section 2.201 of the NRC's " Rules of Practice" Part 2, Title 10, Code of Federal Regulations, the following information is submitted.

Corrective steps taken and results achieved:

A visual tracking system under the control of a report preparation group was established.

This system has shown that at certain times the number of LERs to be prepared exceeds the responsible individual's capability.

Reports received for processing at the system level have been elevated in priority status for both preparation and review.

Addi tional clerical personnel have been added to the existing staf f to aet ter facilitate the Lacorporation of final report revisions.

Corrective steps which will be taken to avoid further non-compliance:

An administrative procedure will be developed to clearly state or schedule for preparation and will provide guidelines on handling these periods of time when an abnormally large number of LER's are due.

Full compliance will be achieved by March 15, 1980.
