Dear Mr. Burstein:

I Based on our review of the information yo. provided with respect to the recent low pressure turbine rotor inspection at Point Beach Unit No.1, l

our discussions with Westinghouse Electric Corporation at a meeting in Bethesda on December 17, 1979, and further discussions with your staff following this meeting, we believe that ar inspection of both sides of all discs on both low pressure spindles stould be conducted. This i

inspection should be perfortned at your neit scheduled shutdown (60 effective full power days following November 30,1979), or earlier if an opportunity arises. We request that the results of this inspection be reported to us prior to resuming opera-ion.

We have also determined that we will need the additional information identified in the enclosure to continue o.r review of this matter.

A response is requested within 30 days of your receipt of this letter.

REQUEST FOR ADDITIONAL INFORMATION 1.

Provide the critical crack size for the bore in a format similar to that presented in Table IV of }l, letter dated December 20, 1979.

2.

Provide a current assessment of potential turbine missile consequences both at 1800 rpm and 132% overspeed.

3.

You are requested to expedite the submittal of the report of the October 1979 turbine rotor inspection.
