Gentlemen:

By letters dated September 13, 1979, from your Mr. Eisenhut and October 30, 1979, from your Mr. Denton, Arkansas Power and Light has been directed to implement the short-term requirements of NUREG-0578. Section 2.1.4 of

" Lessons Learned" requires diversity in the parameters sensed for.the ini-tiation of automatic isolation of non-essential systems by the reactor building isolation signal. Our letter of January 18, 1980, documented our method of compliance with this requirement, and our letter of January 29, 1980, provided additional justification for our position. The design change which implemented this requirement was completed during our recent outage.

Our review of the Technical Specifications for ANO-1 has revealed that some change would be convenient. We suggest an amendment as shown in the attach-ment.

Pursuant to 10 CFR 170.22, we have determined this amendment to be pro forma and have no unreviewed safety or environmental significance and, therefore, to be a Class II amendment. However, since this design change was made as a result of a written Commission request, has minor safety significance, and the amendment would be issued for the convenience of the Commission, no fee is submitted.
