y APPENDIX A NOTICE OF VIOLATION Tennessee Valley Authority License Nos. CPPR-172 Yellow Creek Nuclear Plant

& CPPR-173 Based on the NRC inspectica November 5-7, 1979, certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below. These items have been categorized as described in correspondence to you dated December 31, 1974.

As required by paragraph (a)(1) of 10 CFR 50.55a, Structures,...shall be... constructed, tested, and inspected to quality standards commensurate with the importance of the safety function... For the containment structure, this requirement is implemented by paragraphs 3.8.2.2 and 3.8.2.6 of the PSAR which require that all material meet Article NE-2000 of Section III of the ASME Code. Paragraph NE-2342.1(b) of the applicable addenda of NE-2000 states that "...other welding material...shall have chemical analysis performed on a weld deposit of...the combination of materials being certified.

Contrary to the above, on November 7, 1979, according to material certifi-cation records, a weld deposit chemistry was not made for submerged are welding materials EH14 (lit. 036057) and 860 Flux (Lot IDI).

This is an infraction.
