and well-being, and_a_sk. that construction _of_the Sea-brook _ Nuclear Power Plant be halted until a full and timely re-evaluation is made.
Our reasons are as fol-lows:
1.
The NRC disregarded its own criteria for popula-tion density in the area of the proposed Seabrook plant.
2.
Final licensing of Seabrook is seriously jeopar-dized by the lack of any approved plan for the speedy evacuation of the surrounding population, including Hampton Beach, and, there is serious question as to whether such evacuation would indeed be possible.
3.
The near catastrophe at the Three Mile Island nuclear power plant underscored the inadequacies of our present nuclear safeguards and precipitated a widespread change in public attitudes about nuclear power.
4.
As a result of these events, the licensing stan-dards for new nuclear plants are going to be significant-ly altered, where public health and safety questions are concerned.

The Seabrook Station nuclear facility received its construction permit under the old federal regu-lations, but will have to obtain an operating per-mit under new, much stricter regulations.

The power demand projections on which New Hamp-shire's need for Seabrook I were based have been ef-fectively cut in half, meaning that at least 72 per-cent of the electricity generated at Seabrook will now be for out-of-state consumption.
7.
Ownership of, and thus, responsibility for, 22 percent of Seabrook Station is now undetermined.
We, therefore, feel that, since the plant's existence is made possible through licensing by the federal and state governments, you and those listed below should act to halt construction until a re-evaluation can be made.
Our concerns have been further legitimized by the recent report on nuclear emergencies by the House Government Operations Committee, wherein the report charges the NRC with a " lack of strong, constructive leadership" in evacu-ation plans and that "the current guidelines it now uses are seriously deficient in a number of critical areas".
The report goes on to say that there is "little likeli-hood that either evacuation or sheltering could take place around most nuclear plants with the speed and efficiency necessary".
A reply concerning the above would be appreciated by all of us.
