AFFIDAVIT OF JAN A. NORRIS Jan A. Norris, having first been duly sworn, hereby states as follows:

1.

I am the Environmental Project Manager for the Three Mile Island Station Unit 1.

2.

This affidavit addresses consideration of environmental consequences of Class 9 accidents for the restart of TMI Unit No.1.

3.

On the bases of:

a)

Staff's evaluation of population characteristics of the site, and b)

Staff's evaluation of the site characteristic limiting the potential groundwater contamination the Staff concludes that based on current Staff practice, there are no unusual features or special circumstances with regard to the population or groundwater contamination interdiction characteristics of this site 8002110 Cf 1939 012

2-that would distinguish it from other land-based light water reactor sites to the extent that, under present Commission policy, consider-ation of environmental consequences of Class 9 accidents is warranted.
