AFFIDAVIT OF JAN A. NORRIS Jan A. Norris, having first been duly sworn, hereby states as follows:

1.

I am the Environmental Project Manager for the Black Fox Station, Units 1 and 2.

2.

This affidavit addresses consideration of environmental consequer.ces of Class 9 accidents for the proposed Black Fox Station, Units 1 and 2.

3.

On the bases of:

_ a) Staff's evaluation of population characteristics of the site, and b) Staff's evaluation of the site characteristic limiting the potential groundwater contamination the Staff concludes that there are no unusual features or special circum-stances with regard to the population and groundwater contamination interdiction characteristics of this site that would distinguish it from other land,-based light water reactor sites to the extent that, under the pr m,t Commission policy, warrant consideration of environmental consequences of Class 9 accidents.
