AFFIDAVIT OF CECIL 0. THOMAS, JR. ON THE CONSIDERATION OF CLASS 9 ACCIDENTS FOR THE PROPOSED BLACK FOX STATI0iv, UNITS 1 AND '_

I, Cecil 0. Thomas, Jr., being duly sworn and deposed, hereby state that I am employed by the U. S. Nuclear Regulatory Commission 2.s a Project Manager in the Division of Project Management.

Among my responsibilities, is the management of the NRC Staff's safety evaluation of the proposed Black Fox Station, Units 1 and 2.

The purpose of this affidavit is to address the consideration of Class 9 accidents for the propcsed Black Fox Station, Units 1 and 2e The proposed Black Fox Station will utilize two General Electric Company BWR/6 boiling water reactor nuclear steam supply systems and Mark III pressure-suppression containment systems.

On the bases of (1) the Staff's evaluation of the design of the proposed Black Fox Station, (2) the Staff's evaluation to date of the Three Mile Island accident, and (3) the additional requirements that the Staff is expected to impose on the proposed Black Fox Station as a result of its evaluation of the Three Mile Island accident, 1938 347 80020s03/g
