SUMMARY

OF MEETING HELD ON DECEMBER 20, 1979, AT ARG0NNE NATIONAL LABORATORY, TO DISCUSS INFORMATION DEFICIENCIES IN THE FINAL SAFETY ANALYSIS REPORT, CHAPTER 7.0, INSTRUMENTATION AND CONTROL - BYRON AND BRAIDWOOD STATIONS INTRODUCTION In its letter of October 20, 1978 to the applicant, "Results of Byron and Braidwood Acceptance Review", the NRC staff did not include requests for additional information for instrumentation and controls. Subsequent review by the Argonne National Laboratory determined that correction of informa-tion deficiencies in Chapter 7.0, Instrumentation and Controls, of the Final Safety Analysis Report (FSAR), was desirable to facilitate the ensu-ing detailed technical review. The meeting was held to facilitate communication of these deficiencies to the applicant.

A list of meeting attendees is shown in the enclosure.

GENERAL Westinghouse is responsible for initiating information in Sections 7.2, 7.4, 7.5 and 7.7 of the FSAR, Sargent and Lundy is responsible for initiat-ing information in Sections 7.3 and 7.6, and the two are jointly responsible for initiating information in Section 7.1.

Many terms used in Section 7.0 of the FSAR, e.g., " reproducibility",

" accuracy", " range", " span", " repeatability", " error" are not completely defined and are not used in a cons. stent manner. Some are defined in Westinghouse Topical Reports that are not referenced in the FSAR.

DETAILS Some of the numerous details diccussed are listed here.

JAN1E 9 proposed for the Standardized fluclear Unit Power Plant System (SNUPPS), or compare Byron and Braidwood with other nuclear steam supply systems if the Byron and Braidwood review continues to pre-cede the SNUPPS review.

Confusion exists by. the apparent interchangeable use of " interlocks" and "permissives".

Where permissives are numbered, e.g., P-1, P-2,....., no attempt is made to assure that all numbers in a sequence are used. All permissives should be listed in Table 7.3-1 or Table 7.2-2.

Conduit details are needed for the review of fire protection measures.

(4)

Specific design information is needed for overcurrent devices.

(5)

More detailed control room layout information is needed.

There are no control boards in containment.

(6)

Comonwealth plans to operate Byron and Braidwood as base loaded units.

Bypassed and inoperable status - there is a lack of reference to Regulatory Guide 1.47 and of a showing of how conformity with the Regulatory Guide is established.

Following a question as to whether manual trip would be prevented following a power loss, Westinghouse and the applicant agreed to pro-vide information on the signal input from manual trip.

The reviewer will review Chapter 5-0 to determine whether there is sufficient information en coolant temperature sensor manifolds.
