In response to the Board's most recent orde a I D'

enclosed are the affidavits of Dr. Roger Staehle and Tom R. Tramm addressing the likelihood and effects of intergranular stress corrosion cracking in the Zion spent fuel pool.

Mr. Tramm's affidavit also raises two additional matters.

First, he describes a problem which has arisen at Brooks & Perkins in verifying the Boron 10 loading of some of the Boral plates and Commonwealth Edison's corrective actions.

The second new matter is a response to an NRC Inspection and Enforcement Notice regarding fuel handling errors at the Pilgrim Boiling Water Reactor.

I assume the NRC Staff would eventually have forwarded this I.E. notice to you for your information, but at my request Mr. Tramm has attempted to anticipate any concern that the Board might have concerning the applicability of these incidents to Zion.

I am informed that the next refueling outage at Zion is presently scheduled for May 2, 1980.

Commonwealth Edison requests, if possible, that any order authorizing G=-

Of course, if the Board still has some questions concerning this application, Commonwealth Edison is ready to return to hearings at the Board's earliest convenience to try to satisfy those concerns.
