Areas Inspected:
Implementation of 10 CFR 50, Appendix B criteria, other h7C requirements and applicable codes and standards including previous inspection findings. The inspection involved six (6) inspector-hours on site.
Results:
In the one area inspected one deviation was identified. No unre-solved items were identified.
Deviation: Action on previous Inspection Findings; Swepco failed to write new welding procedures and incorporate them into the system within a thirty day period to replace welding procedure H-304-IIN Revision 4.

Action on Previous Inspection Findings 1.
(0 pen) Deviation A (Report 99900026/79-01): Failure to perform welding of SA-312, T-304, ASME Code Class 1 and 2 piping, in accordance with welding procedure specificat'on H-304-HN, Revision 4 as required by job order travelers for Jo'. Nos. M-3225-8, M-3536-9 and M-2702-8.
The inspector found that Swepco's commitment to write new welding procedures and incorporate them into the system to replace procedure H-304-HN as corrective and preventative actions, within 30 days of their response letter dated June 12, 1979, was not met.
(See Notice of Deviation) However, the circumctances related to the failure to meet the connitment date are describui hereafter and should be con-sidered.
The inspector was informed that Swepco's original plan was to write new welding procedures to replace procedure H-304-HN, Revision 4, based on a technical evaluation of production welding data from previously completed production work. However, their review showed the records on prior work were inconclusive. Swepco management then decided to collect new production welding data and use it as a basis for writing appropriate procedures to control the welding process used in manufacture of welded (without filler metal) SA-312 austenitic stainless steel pipe. The technique involved use of simultaneous inside-outside automatic tung-sten inert gas welding arc torches without using filler metal. The col-lection of data started in May, 1979, but was sparce until August, 1979, when the collection increased. Swepco also employed a welding engineer at this time.
The collection of production welding data from the use of the above process on all of Swepco's dual are torch welding machines, as a basis for writing new welding procedures, is not complete. The activity will require an additional three (3) months to collect data and prepare and qualify the procedures.
The inspector reviewed the welding data cards which had been generated since May, 1979, and the data summary sheets which are being developed as a basis for the welding parameters which could be used in the re-writing procedure, and verified that this activity is in process.

3 This item remains open pending completion and implementation of the new welding procedures, and it will be followed up on during a sub-sequent NRC inspection.

(Closed) Deviation B (Report 99900026/79-01): Failure to have the visial a:uity tests of five (5) Swepco NDE technicians certified by a physician as required by the QA Manual.
The inspector found that the revisel QA System Manual now references Swepco written practice No. QA-3009 for NDE personnel requirements, and this document re-quires that vision examinations for NDE personnel will be performed by a qualified person on an annual basis.
Review of records of th' vision testo performed on May 3, 1979, for the Swepco NDE personnel and the exauiners qualification records verified that the vision tests are ';eing performed by a registered nurse.

The inspector met with Mr. Seme and Mr. Battistuz at the conclusion of the inspection on November 6, 1979.
