Dear Mr. Reid:
In your letter of January 9,1980, to all licensees of Babcock & Wilcox (B&W) plants, the staff identified a susoected concern that void formation may be taking place in the botter regions of the reactor vessel during normal operating transieats. This concern was first expressed during a telephone conversation between the staff and B&W in November, and subsequently documented in your letter which includes the request that the utilities evaluate the validity of the suspected concern.
As a result of the November conversation, P&W investigated this concern including an analysis with the data from the transients that were referenced by the I&E Inspector.
The results of the investi-gation are sumarized in the attached report which concludes that voiding does not occur in the reactor coolant system durina anticipated transients.
The District would like to request that the staff review the report and re-evaluate the request for information in your letter of January 9, 1980.
If the staff still has concerns, we suggest a meeting in the near future to clarify the basis for the concern and to define the specific issues requiring resolution.
Such a meeting, if required, should be arranged through R. L. Gill of Duke Power Company, Chaiman of the Till-2 Owners Group Subcommittee, (704-373-5826).
