Dear Mr. Groce:
RE: ADEQUACY OF THE ELECTRIC DISTRIBUTION SYSTEM VOLTAGES -
VOLTAGE REGULATOR INSTALLATION Your letter dated December 3,1979, referenced previous correspondence relating to a potential low electric distribution system voltage condition at Yankee-Rowe during a mode of operation when the bus tie breakers are in the closed position. Your letter of November 16, 1979, described your plans to have two new voltage regulators installed and operational early in December 1979 to preclude this potential condition. You now state that your final engineering review indicated that the necessary alterations to the existing electrical bus duct would require the plant to be shutdown for a period of two weeks rather than four days as initially estimated.
Therefore, you requested our approval to postpone the final tie-in of the two new voltage regulators until a plant shutdown in mid-January 1980, to avoid a two week outage during high load demand just to accomplish
- this modification. You indicated that if this task was deferred it could be perfomed coincident with other required modifications which you have scheduled for mid-January 1980.
We have considered your request in light of the facts of our November 8, 1979 meeting as outlined in our November 21, 1979 meeting sumary. We had found continued operation of Yankee-Rowe to be acceptable, pending installation of the new voltage regulators, with certain administrative procedures in effect which would require a designated operator in the control room to open the bus tie breakers if a safety injection actuation signal is received. Based on your evaluation and our previous review this would be necessary primarily during the startup mode of operation when the bus tie breakers are in the closed position until the main generator is synchronized and connected to the onsite electrical distri-bution system. 30 MWe the bus tie breakers are always in the open position as required in the Technical Specifications. Thus, during operation above 30 MWe a potential for a low voltage condition of the Yankee-Rowe electric distribution system does not exist. We, therefore, find (lacking any other NRC requirements for earlier shutdown of Yankee-Rowe) continued plant operation above a power level of 30 MWe to be acceptable without making the tie-in of the new voltage regulators until mid-January 1980. However, this finding is based on the comitment in your letter dated December 6,1979, that if an unscheduled shutdown should occur prior to the scheduled January outage, the new voltage regulators will be installed and made operable prior to resumption of operation.
