20555 NRC DOCKET 50-366 OPERATING LICENSE NPF-5 EDWIN I. HATCH NUCLEAR PLANT UNIT 2 IMPLEMENTATION OF ITEM 2.1.4, CONTAINMENT ISOLATION PROVISIONS, OF NUREG 0578 Gentlemen:

The U. S. Nuclear Regulatory Commisssion's letter of September 13, 1979, as supplemented by the letter of October 30, 1979, directed the implementation of diverse containmnet isolation by January 1, 1980. Georgia Power Company's responses of October 19, and November 21, 1979, to those letters committed to meet those requirements by the disabling of the automatic valve logic reset function as a temporary measure by January 1, 1980. However, no satisfactory method of disabling the switch has been found which does not require the use of parts which are unavailable. A wiring modification as was discussed in our letter of December 20, 1979, on the Plant Hatch Unit I docket (Docket Number 50-321) can be installed on Unit 2 as a satisfactory solution which meets the requirements of NUREG 0578. This fix will require the use of certain qual-ified switches and relays which were available and installed on Unit 1,but were in insufficient supply to implement the same change on Unit 2.

These parts are expected to be delivered to the site in early January 1980.

Therefore, the discussion of the proposed solution to item 2.1.4 of NUREG 0578 contained in our letter of November 21, 1979, is hereby revised to delete any reference to the temporary disabling of the function of auto-matic reset of valve logic circuits, and to commit to permanent logic modifica-tions which will be implemented within thirty days of receipt of the necessary parts. This logic modification will meet the requirements of NUREG 0578 item 2.1.4 as supplemented by the subsequent NRC letter of October 10, 1979.

The fix which can be installed per the schedule discussed above is a fully satisfactory solution in accordance with NUREG 0578.

It is, how-ever, less than the optimum permanent fix.

Parts required for such an optimum fix are expected to be available on a schedule which would allow the installation of this optimum permanent fix during a planned outage scheduled to begin the first of March 1980. This outage is to be conducted

This extension would allow the implementation of the optimum permanent fix and avoid the situation of a four to five day shutdown within the one month period from the end of January until the first of March.
