Gentlemen:

Millstone Nuclear Power Station, Unit No.1 DII - Short-Term Lessons Learned In References (1) and (2), Northeast Nuclear Energy Company (NNECO) was requested to provide commitments to comply with the Short-Term Lessons-Learned requirements of NUREG-0578, as clarified by References (1) and (2) and recent telephone discussions with the Staff.

In References (3) through (8), NNECO responded to this request, committing to each of the applicable requirements, as well as providing varying degrees of detail regarding the method of compliance.

Subsequently, NNECO was verbally requested to reaffirm its commitment to comply with all the Category A Short-Term Lessons-Learned requirements by January 1, 1980, with the exception of Item 2.1.9, Transient and Accident Analysis.

Accordingly, please be advised that NNECO is indeed fully committed to implement all Category A Short-Term Lessons-Learned requirements by January 1, 1980, with the exception of Item 2.1.9.

It is emphasized, however, that this commitment is contingent upon external vendors supplying the previously ordered equipment on schedule.

Equipment from outside sources is still required to comply with the majority of items involving hardware modifications.

Counsil, who being duly sworn, did state that he is Vice President of Northeast Nuclear Energy Company, a Licensee herein, that he is authorized to execute and file the foregoing information in the name and on behalf of the Licensees herein and that the statements contained in said infornation are true and correct to the best of his knowledge and belief.

e of Item 2.1.3.a requires a plant outage. Assuming equipment availability, this outage is scheduled for completion during the week of December 23, 1979.

Currently, this is the only requirement which involves a plant outage.

Therefore, upon completion of that portion of the installation requiring the outage, plant operation will resume. All other Short-Term Lessons-Learned requirements are not facilitated by a plant outage, and are anticipated to be fulfilled by January 1,1980.

Should it subsequently be detetcined that this is not the case, the Staff will be notified to that eff ect promptly.
