Dear Sir:
cm The Edgecombe-Martin County Electric Membership Corporation is an REA electric distribution cooperative.
It serves nearly 8',000 rural homes, farms and industries in the heart of eastern North Carolina's " tobacco belt."
It is dependent upon the Virginia Electric and Power Company -
(VEPCO) for 90% of its power requirements and upon Southeastern Power Administration (SEPA) for the remainder.
It.is an established fact that the residents of the 22 North Carolina counties served by VEPCO now pay the highest electric rates in the entire state.
A recent study made by the Public Staff of the North Carolina Utilities Commission confirmed VEPCO's average residential rates as being 23% higher than Carolina Power & Light Company and 36% higher than Duke Power Company's rater.
VEPCO's officials are well aware of their companies present position and are trying to improve it.
From 1973 to 1977 a 151 reduction in dependence upon costly oil has been achi:' -ed.
Since 1971 three nuclear reactors have been built and three are under construction.
One of these - North Anna II -is the subject of this letter.
It is my understanding that North Anna II has been ready for licensing since June, 1979, and can be ready to begin operating in January, if the Commission will but issue VEPCO a license. This matter was discussed at lqngth with this Cooperative's board of directors on November 15th.
The board voted unanimously in favor of licensing North Anna II immediately and instructed me to inform you of their action.

$12 million in replacement fuels.
What you might not fully realize is the terrible impact this unnecessary, extra financial burden will have on thousands of poor and elderly people in this part of the state.
You cannot possibly know and understand until you have seen with your own eyes.
They simply cannot afford this expense.
We know, support, and appreciate the Commissions efforts to protect the public from the hazards of nuclear radiation, but we believe it to be in the best interest of all parties for the Commission to end the moratorium and proceed with the licensing of VEPCO's North Anna II
