Dear Mr. O'Reilly:

With regard to the above referenced inspection report my letter of August 6, 1979 stated that Duke Power Company considered Items C and D not to represent valid items of noncompliance. In order to resolve any future disagreements that may arise in these areas, we are planning to amend our Quality Assurance Program Topical Report to reflect our present mode of operation as follows: With regard to Item C, Paragraph 17.2.3 of the Topical Report will be amended to state that design changes, including field changes, shall be subject to design control measures connensurate with those applied to the original design and be approved by the organization that performed the original design unless the applicant designates another responsible organization. With regard to Item D, Paragraph 17.2.12 and the commitment to ANSI N45.2.4 - 1972 (IEEE Std. 366-1971) in the Topical Report will te amended to state that the requirements concerning tagging and marking are not applicable to installed instrumentation.
