DOCKET NOS. 50-266 AND 50-301 LICENSE AMENDMENT FEES TECHNICAL SPECIFICATION CHANGE RE UEST NO. 61 POINT BEACH NUCLEAR PLANT UNITS 1 AND 2 We received your letter dated October 30, 1979, which requested the payment of an additional sum of $4,400 for the approval of our license amendments for Tech-nical Specification Change Request No. 61 submitted with our letter dated September 26, 1979, Your basis for requesting this additional fee is that the reorganization of our plant administrative structure, which changed the reporting level for the Radiochemical Engineer and Health Physicist, constitutes a safety issue and is therefore subject to a Class III fee.

As discussed with members of your staff during several telephone conversations subsequent to the uritten submittal, the reporting level for the Health Physicist on radiological health and safety matters has not changed. Both tine existing Conduct of Plant Operations Chart (Technical Specification Figure 15.6.2-2) and the proposed revision to this chart have indicated that the Health Physicist hae an optional reporting route directly to the plant manager on all radiological health and safety matters. At the request of your staff we proposed and agreed to an additional clarification of the reporting route in the form of an expanded note 2 to this figure. This note further emphasizes this important reporting route. The point is, however, that in the matters of radiological health and safety concerns, there has been no change to the Technical Specifica-tions or the actual reporting procedures and priorf ties at the Point Beach Nuclear Plant. The changes proposed affect only routine administrative reporting functions.
