Response to I&E Inspection Report No. 79-10 This letter is written in response to Reference (b) which indicates that certain of our activies were not conducted in full compliance with Nuclear Regulatory requirements.

The alleged items of noncompliance were noted during an inspection conducted on July 10-13, 1979, at the Vermont Yankee Nuclear Power Station in Vermon, Vermont.

Information is submitted as follows in answer to the alleged infraction contained in the enclosure to your letter:

Item A Technical Specification 4.8. Col.d requires that " samples of off-gas effluents shall be taken at least every 96 hours0.00111 days <br />0.0267 hours <br />1.587302e-4 weeks <br />3.6528e-5 months <br /> and gamma radioactivity determined by gross or isotopic analyus."

Contrary to the above requirement the 96 hour0.00111 days <br />0.0267 hours <br />1.587302e-4 weeks <br />3.6528e-5 months <br /> interval between samples was exceeded on at least six occasions between January 1 and May 31,.1979

Response

Vermont Yankee's interpretation c ' the subject Technical Specification was that off-gas samples be taken at the steam jet air ejector.

"Off-Gas" was uniformly interpreted in the past as SJAE effluent and was always sampled more frequently than every 96 hours0.00111 days <br />0.0267 hours <br />1.587302e-4 weeks <br />3.6528e-5 months <br />.

As a result of the inspector's findings during this inspection, this interpretation was revised and D.P. 0640, Chemistry and Health Physics Department Scheduling (surveillance), was revised and issued 7/24/79 which requires stack gas samples be analyzed at least every 96 hours0.00111 days <br />0.0267 hours <br />1.587302e-4 weeks <br />3.6528e-5 months <br />.
