Dear Sir:
We hereby request that Certificate of Compliance 6058 for the Model B3-1 shipping cask be amended to allow certain non-safety related details of the cask to differ from the licensed drawing.
The details in question are described in the attached Table I.
We request that by reference to this letter in condition 5. (a) (3) of Certificate of Compliance 6058, the changes to Battelle Memorial Institute drawing 9958-8501-0001 Revision C described in Table I are allowed; they will be consolidated in a more formal manner in the application for renewal of the certificate which is currently being prepared.
An NRC Region I inspector reviewed cask drawings while on site last week.
He identified minor discrepancies in the drawings concerning the exact height of the cask cavity, the use of washers, and the size of the gasket material.
In discussing the matter with Mr. Odegaarden of your office last Friday, we were informed that we should secure an amendment to the cask certificate before further use of the cask.
We have since completed a thorough re-view and found further discrepancies, which we consider to be non-safety related and trivial, which are also included in Table I.
This situation stems from the excessive amount of non-safety related detail on the drawing referenced in the certificate and the refusal l
to distinguish between safety related and non-safety related features in determining compliance eith the certificate.
Our ap-proach in preparing Table I has therefore been to eliminate non-safety related detail whenever compliance could be in question.
Pursuant to 10CFR Part 170 a check in the amount of S150.00 is enclosed for this administrative change.
Please process the change most expeditiously; we believe that keeping equipment out of service for such reasons is not warranted.
Your prompt attention will be sincerely appreciated.
