Bulletin No. 79-24 ACTION TO BE TAKEN:
All licensees and construction permit holders receiving this Bulletin f or action are requested to review their plants to determine that adequate protective measures have been taken to assure that safety-related process, instrument, and sampling lines do not freeze during extremely cold weather.
ACTION TAKEN:
The requested review has been performed and it was determined that adequate protective measures have been taken to assure that safety-related process, instrument, and sampling lines do not freeze during cold weather.
The Borated Water Storage Tank (BWST) at Crystal River Unit 3 is equipped with heaters.
In addition, our Technical Specifications Sections 4.1. 2. 8 and 4.1. 2. 9 (P l-15) require that the BWST temperature is verified at least once per 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> when it is the source of borated water and the outside temperature is below 40*F to ensure that the borated water is equal to or greater than 40'F.
It should also be noted that the climate at the Crystal River Unit 3 nuclear plant is such that the temperatures do not remain at below freezing conditions long enough to create freezing problems.
January and February of 1977 were months in which low temperature records were set and the plant did not experience any freezing conditions at that time on systems that had a safety-related implication.
