LICENSE NOS. DPR-71 AND DPR-62 QUALITY ASSURANCE PROGRAM

Dear Mr. Dircks:

Carolina Power & Light Company (CP&L) shall apply its accepted 10 CFR 50 Appendix B, Quality Assurance Program, to the use of radioactive material packages.

CP&L currently owns one radioactive caterial package, IF-300, certificate 9001, and the USNRC has accepted the CP&L approved 10 CFR 50, Appendix B, QA program, reference letter Serial NF-77-331, dated May 27, 1977, for that package. We trust its application to the packages utilized for Type B quantity shipments for which we are a registered user will prove adequate.

i Since CP&L does not physically own the other packages to which we are a registered user, certain portions of Appendix E, 10 CFR 71, will not be applicable.

A su= mary of those elements is attached.

It is our understanding that the USNRC has accepted the Chem-Nuclear Systems, Inc.'s QA program. To the extent it applies to the activities performed on our sites, CP&L's QA program is conpatible with the applicable portions of Chem-Nuclear's QA Program.

SUMMARY

OF APPLICABILITY 10CFR71, Appendix E 1.

Organization - The Carolina Power & Light (CP&L) organization is outlined in the QA Program; however, Chem-Nuclear Systems, Inc. owns the packages. Therefore, CP&L is not responsible for activities which do not occur on our sites.

2.

Quality Assurance Program - For those activities occurring while the package is on our sites, the CPSL Quality Assurance Program will apply.

3.

Design Control - CP&L has no control over the design of the packages, therefore this criteria is not applicable.

4.

Procurement Document Control - CP&L does not perform procure-ment of any material associated with the structural integrity of the packages; therefore, this criteria is not applicable.

5.

Instructions, Procedures, and Drawings - Package loading and unloading is performed in accordance with written approved procedures as required by the CP&L QA Program.

Document Control - Documents relative to activities occurring on our sites are maintained in accordance with the CP&L QA Program.

7.

Control of Purchased Material, Equipment, and Services - CP&L does not purchase material, equipment, or services relative to the packages; therefore, this criteria is not applicable.

8.

Identification and Control of Materials, Parts, and Components -

CP&L shall not perform any activities affecting the packages in such a manner as to require this criteria.

9.

Control of Special Processes - CP&L shall not perform any special processes on the packages; therefore, this criteria is not applicable.

10.

Inspection - For those activities performed on our sites, inspections shall be conducted in accordance with the CP&L QA Program.

11.

Test Control - CP&L does not perform any test on these packages. Tests which are required by the Certificate of Compliance are performed by Chem-Nuclear Syste=s, Inc.

12.

Control of Measuring and Test Equipment - Measuring and Test Equipment used in activities occurring at our sites shall be controlled in accordance with the CP&L QA Program.

13.

Handling, Storage, and Shipping - CP&L will perform handling and shipping in accordance with the CP&L QA Program. CP&L does not store packages owned by Chem-Nuclear Systa=s, Inc.

14.

Inspection, Tests, and Operating Status - For those activities Perfor=ed on our sites relative to inspection, tests, and operating s tatus, the CP&L QA Program shall be applied.

15.

Nonconforming Material, Parts, or Components - The CP&L QA Program shall apply for the control of nonconforming materials, parts, or components for those activities occurring on our sites.

16.

Corrective Action - The CP&L QA Program shall apply its QA Program for corrective action for those activities occurring on our sites.

17.

Quality Assurance Records - CP&L shall maintain records of activities occurring on our sites in accordance with the CP&L QA Program.

18.

Audits - Audits of activities occurring on our sites and of Chem-Nuclear Systems, Inc. shall be perforned in accordance with the CP&L QA Program.
