RESFONSES TO NRC STAFF'S INTERROGATORIES Introduction On May 24,1979, the NRC Staff served a document entitled "NRC Staff's Written Interrogatories To Citizens For Employ-ment and Energy (CEE)" on Mr. David Hillar, as representative for CEE. CEE did not become aware of the NRC Staff's interroga-tories until Mr. Kim Siegfried contacted Mr. Henry J. McGurren, .

- Counsel for NRC Staff, on July 26, 1979. As a result of that contact Mr. McGurren forwarded to Mr. S 8 egfried, by U.S. mail, en Augus: 6,1979 a copy of the NRC Staff's interrega: cries.

Further ac-ion to answer these interrcgatories was delayed since necessary CEE members were unavailable until recently.

Pursuant to the Board's Order of March 21, 1979, CEE herewith submit respenses to the NRC Staff's interrega crie_s.

Interrocaterv i (C6-1)

( a) It is cc= men engineering knowledge that all stainless steel piping when utilized as ecolant piping is susceptible to stress ccrrosion cracking. The extreme pressure (600 - 1200 psi)

(b) Detroit Edison has made design modifications and other efforts to " minimize" the vulnerability of the reactor coolant system to the phenomenon of stress corrosion cracking.

The Applicant has also conducted a preservice examination of the reactor coolant system with ultrasenic testing, CEE centends that the current state of technology does not allow for the elimination of stress corrosion cracking. There are no materials that can be placed into service in this system and not be subject to stress' corrosion cracking. With the under-standing that this phenomenon will occur the system must be designed with a monitoring program in place, to insure discovery of stress corrosien cracks prior to actual leakage of coolant.

Interrocatorv 2 (C6-2)

(a) The scurces of radiation are 1) the ambient conditions in a nuclear plant, and 2) design basis avents suen as loss of coolant accident. The sources of heat would be 1) ambient conditions in a nuclear plant,and 2) fire.

The heat and radiat3 cn inherent to a nuclear facility will accelerate the rate of deterieration of the electrical cables. Oxidative deterioration is increased by higher temper-atures and ionizing radiation causes changes in the molecular structure of the electrical cables.

(b) Assumptiens made by CEE are. :) That all compenents cf the electrical cables undergo chemical exidatien. That the change in the chemical composition, as a result of the oxidation, decreases the ability of the electrical cables to withstand heat.

2) That electrical cables subject to hich environmental temp-eratures deteriorate at a faster rate due to the increased rate of oxidation. 3) That the molecular stmeture of the electrical cables are changed by ionizing radiatier,. These changes decrease the ability of the cables to withstand heat and radiation normally present in a nuclear facility. 4) It is ccmmonly accepted, engineering, chemical and physical, knowledge that' heat and radiation increases the rate of deterioration of electrical cables.

Interrogatorv '3 (C14.1 a - n)

CEE respectfully submits that they lack the technical expertise to answer this interrogatory. To provide less than a complete answer to this interrogatory would be no less unsat-isfactory to the NRC Staff than it would be to CEE. CEE lack:

the staff and financing to dedicate itself to the research ef:' ort that would be required to answer this interrogatory. CEE does not take the position that the. e is no merit to Contention 14, but is not in a position that it can fully advocate this issue.
