This refers to the inspection conducted by Mr. D. F. Johnson of this office

on October 18, 1972 of construction activities authorized by AEC Con-

struction Permit No. CPPR-40, and to the discussions of our findings

held with Mr. D. F. Johnson and Messrs. Wise, K11ngerman, Herbien and

Colitz of your staff at the conclusion of the inspection.

Areas examined during this inspection included Administrative Procedures,

1

,

Emergency Procedures, Plant Operating Precedures, Surveillance Procedures

and Facility Procedure review and approval. Within these areas, the in-

spection consisted of selective e - N tion of procedures and represen-

!

tative records, discussions with plant personnel, and observations by

our inspectors.

Within the scope of this inspection, no v'iolations were observed.

It is our understanding as discussed with licensee representatives that

consideration will be given to include additional review or approval

of certain Facility Procedures by the " General Office Review Board."

In accordance with Section 2.790 of the AEC's " Rules of Practice,"

.

Part 2, Title 10, Code of Federal Regulations, a copy of this letter

and the enclosed inspection report will be placed in the AEC's Public

-

Document Room.

If this report contains any infor=ation that you (or

.

your contractors) believe to be proprietary, it is necessary that you

make a written application within twenty (20) days to this office to

withhold such information from public ' disclosure.

Any such application

must include a full statement of the reasons on the basis of which it is

claimed that the information is proprietary, and should be prepared so

that proprietary information identified in the application is contained

in a separate part of the document.

If we do not hear from you in this

regard within the specified period, the report will be placed in the

Public Document Room.
