JRBuchanan RE: TFREE MILE ISLAND UNIT !!O. 1 To the extent possible, all licensing activities should be conducted within normal working hours and should be planned accordingly. However, to accontrodate the unusual situations which are beyr.nd your ability to control and need prompt licensing action, we have established a procedure that may be used during off working hours, i.e., nights, weekends and holidays, to assure tna:. y4u will be able to contact a representative from the Division of Operating Reactes. By licensing actions we r::ean those activities on which you veu1J normally contact the Project Manager during normal business hours, such as for amendments to your license, including technical specifications, or interpretations of your license.
Nothing in this new procedure is intended to replace ycur notification procedures concerning reportable events. You should continue to notify the tiRC regional office of all such events in acrordance with applicable reporting requirerents. You should always first attempt to contact your Operating Reactors Project Manager on any licensing matter.
If justified by the urgency of the matter, you nsy reach him during of f working hours by calling the NRC operator on 301-492-7000, identifying yourself and asking to have the phone call transferred to the home of the Project Manager for your facility by giving his name. For those occasions when the Project !!anager is not available, and the problem cannot wait for the next business day, you may then ask the NRC operator to connect you to the " Operating Reactors Duty Officer". We have initiated a system whereby a Duty Officer will always be on call during off working hours.
This individual is responsible for taking appropriate action to resolve urgent licensing actions when the Project Manager is not available.
