Chang = 9equest 8.1 Page 3, Fir.t and Last Paragraphs: Change the last line from " decrease at a rate exceeding 2 F/hr." to "be changed by core than 2 F during any one-hour period." Reason for Change Request 8.1 The change is proposed for consistency with the IMI Environmental Report. Environ = ental Analysis Justifying Change 8.1 The proposed change reflects a core conservative requirement and therefore will provide further protection to the environnent. The change does not involve a significant hazards consideration and will not cause undue risk to the health and safety of the public. Cost-Benefit Analysis Supporting Change 8.1 No additional expense is involved in implementing the change and will provide additional protection to the environment. Change Request 8.2 Add Figure 2A, Plant Pathology Transects and Bird I=paction areas as - page 44a. Page 2: Add Figure 2A to List of Figures. Page 43, Spec-ification 4.2.2.2, Para. 2: Zns ert "shown on Figure 2A" after the word area in the second line. Reason for Change Request 8.2 In the preoperational envirenzental nonitoring program (prior to June 5, 1975) , monthly examinations of natural vegetation and agricultural crops were made along the transects shown in attached Figure 2A, rather than in the areas shown in Figure 2, which was referenced in error and is not applicable. The sane treasects should be examined during the operational study. Due to an oversight, Figure 2A was not included previously. By adding Figure 2A, the figures would tore accurately reflect the on-going program at TMI to assess the effect of cooling tower salt drift en crops and natural vegetation. Environmental Analysis Justifying Change 8.2 Since the preoperational plant pathology transects were performed at the locations indicated in Figure 2A, it would be preferable to include the figure showing these transects and continue to obtain data from the 1459 246
same transects during operations. In this way, the figures will depict the studies providing data for determination of possible salt drift effect on plants in the i==ediate vicinity of TMI. This change does not involve a significant hazard consideration and vill not cause undue risk to the health and safety of the public. Cost-Benefit Analysis Supporting Change 8.2 No additional expense is involved in referencing Figure 2A and it would be beneficial 'to build upon the preoperational data for co=parative purposes rather than use new data. Change Request 8.3 Replace the current Figure 2 with the attached Figure 2 (Rev. 2) . Reason for Change Request 8.3 On June 3,1974, Metropolitan Edison Co. was notified by its consultant that the vegetation sampling area encircled in Figure 2 was placed under cultivation. Since the land has been tilled the vegetation cannot be restored or studied. As an alternative a new sampling area adjacent to the old area is now under study. The revised Figure 2 would accurately reflect the present vegetation analysis program at TMI. Environmental Analysis Justifying Change 8.3 In view of the fact that the sampling area in the vicinity of the 500 KV substation was cultivated, the next logical alternative was to choose a similar plot. In this context, similar is used to mean a plot of land that, af ter preli=inary observations, had many of the dominant vegetation species found in the original sampling plot. This fact plus the geographical proximity of the two sampling areas are the basis for the selection of the new sampling area. It should be noted that the two sampling areas could naturally vary in species composition and relative abundance. Therefore, any measureable vegetation changes in the new sampling area will be determinable only if they are reflected in major changes of the dominant species. Other differences may exist between the preoperational campling area and the new (operational) area due to nature. Cost-Benefit Analysis Supporting Change 8 .3 No significant increase in cost will result from relocating the vegetation sampling plots. The only other alternative would be to do no additional sampling. Benefits will be derived in that information will be gained on the potential effects of cooling tower salt drift on natural vegetation.

Reason for Proposed Change 14 Regula to ry Guide 1.16 (Rev. 2) requires that non-routine written reports for the Safety Technical Specifications be submitted within two weeks . It is preferable that reporting requirements of the Safety and Environmental Technical Specifications be uniform. In addition, the additional time will per=1t time for more extensive review and fact finding and further consideration of measures to prevent repetition. 1459 247
Environmental Analysis Justifying Change 8.4 As telephone or telegraph notification to the regional Directorate of Regulatory Operations Of fice (DCRO) continues to be rade within 24 hc trs of the event, the AEC will continue to be aware of Environmental Incide.'ts soon after occurrence. The change involves no unreviewed safety question or unreviewed environmental impact. On days in which incidents of tortality or injury occur, description of neteorological conditions of the previous day and/or night will be included in the daily log. This program will be con-tinued for one year. Bases Since some potential exists for bird injury and mortality due to impaction on the natural draft cooling towers, and since the pos-sible levels of this i=paction are not known, specific report levels, protection limits or the ne2d for such ressures cannot be establish:2 at this time. The study described herein will provide infor ution needed to establish a protection limit or report level or to establish that the ceasure ent of bird impaction is not necessary due to an insignificant icpact. The documentation of bird cortality and injury due to icpaction will allow an esticate to be made of the effect of the cooling towers on nigrating birds. 4.1.2.2 Effects of Cooling Tower Salt Drif t on Crops and Natural Vetetatien Objective . The purpose of the cooling tower salt drif t study is to determina if damage to natural vegetation and crops is occurring from salt drift. Specification The study areas, at locations indicated on Figure 2, which were used in a vegetational analysis durin; preoperation will be checked annually to determine if measurable changes are occurring in species cocposition, relative abundance and relative dominance of naturally occurring vegetation due to salt drift. Sa=pling will be done near the station in the predicted area of drift influence and also in control areas removed from the station. The written report and, to the extent possibic, the preliminary telephone and telegraph repcrt, vill:
- 1) Describe, analyse and evaluate the occurrence including extent and =agnitude of the inpact;
- 2) Describe the cause of the cecurrence; and
- 3) Indicate the corrective action taken (including any significant changes made in procedures) to preclude repetition of the occurrence and to prevent s4-41ar occurrences involving similar components or systers.
- d. Chances
- 1) When a change to the plant design, to the plant cs eration or to the procedures describei in Sectica 5 5 is planned which r vould have a significant adverse effect on the environment
- or which involves an envi"-r-artal catter or question not previously reviewed and evaluated by the AIC, a report on the change wi -= -ade tc the AEC prior to inplementation. .
The report will include a description and evaluation of the change including a supporting benefit-cost analysis.
- 2) Changes or additions to perrits and certificates required by Federal, State, local and regional authorities for the protection of the environ:ent vill be reported. When the required changes are su'enitted to the concerned agency for approval, they vill also be sutaitted to the Deputy Director for Reactor Projects, Directorate of Licensing, USAIC, for information. The sutrittal vill include an evaluation of the environ = ental in;act of the change.
- 3) Requests for changes in Environ ental Technical Specification:
vill be submitted to the Deputy Directer for Ecacter Projects, Directorate of licensing, USAIC, for prior review and
